The adult day care serves as a social gathering place for adults who need supervision. The Adult Day Care Committee has been working on the project for more than a year, outlining costs and other details.

According to a former Torrington Telegram report, the average cost for adult day care will be $7.50 an hour and the fee will operate on a sliding scale. Participants are not enrolled and will not be required to stay the full day.

“It’s similar to the senior center,” Estes said. “I wasn’t aware there was a need but apparently there really is a large need from the community.”

The facility will serve as a place for primary caregivers to leave loved ones without worry. Meals on Wheels is providing meals through the Torrington Senior Friendship Center, and the room is equipped with a kitchenette so that participants have the option of bringing meals or making simple snacks.

A private care provider will rent out the children’s day care center. It is equipped with two sides to separate infants and older children. It also has a children’s bathroom.

Currently the childcare center will be open for 12 hours, but the city is in the process of extending those hours to accommodate parents who work off-hour shifts.

The school kitchen and gym will also remain intact so that community members can rent them out for weddings and other events or sports and recreation.

The city hall portion in the east wing is also getting a complete makeover.

The new city courtroom, which will also be used as the city council meeting room, will have a window overlay.

The building will also have a joint communication center through the city and Goshen County, which will streamline communication and reduce costs.

Overall, the project is right on track, according to Estes.

“The budget is right on the money right now,” Estes said. “We have not had any change orders to date.”

The project has also come in under budget for tile and carpet estimates.

“We are trying to shave corners wherever we can,” Estes said.

He added that removing the asbestos from the building was a necessary part of the project.

“We have to take it out for everybody,” Estes said. “Now is the perfect opportunity.”

The parking lot for the facility, which will replace the old playground, is a separate project not affiliated with Lincoln Center Project contractor, Sampson Construction.

Mark Weis designed the lot and he will most likely serve as the contractor to send out bids.

“To try and save money we are going to try and do it in house,” Estes said.

Estes stressed that anyone with questions about the project can call or stop in.

“We are building for the future,” he said. “This structure has been there 60 years and I have no doubt that it will last at least that much longer.” (source)
